  For quick and dirty sound effects I tend to use sFXr http://www.drpetter.se/project_sfxr.html you might also want to look at musagi on the same site for attempting to make synth style music.

  Depends on how you want to do it really, the beauty of procgen is you can do pretty much anything procedurally as long as you're willing to put in the requisite research time and programming effort.

  Generally when you grab something from a storage locker and it has augment in the description its referring to a new piece of equipment, not an equipment upgrade.
