2. If he isn't in range, but his own personal ammo hasn't run out then his combat effectiveness is ...

The only thing I'd like to try in campaign mode, are a few modded weapons and equipment. Changing the enemies/AI isn't really my thing.

I wonder, how will planes be done? Will they be like the flying units/tanks of Starcraft, that anything with a gun can shoot? Or will they be hi-speed hit+run deathtraps of TA, that only a few AA miss ...

For land/land, how about "Risk"? Or "Kohan: Immortal Sovereigns"? "Star Trek Armada" comes close, as there's only one plane of space, that everyone can use.

Don't forget "hover". It's a mix of land ...

Try thinking of units as a metaphor, for a unit.
